The Board recognizes that smoking during school hours
and on school property presents a health and safety hazard, which can have
serious consequences for the smoker and the nonsmoker and the safety of
the District and is, therefore, of concern to the Board.
Pennsylvania Act 128, of 2000 prohibits the use of
tobacco products in school buildings, stadiums, or bleachers, or other
premises leased by, or under the control of the School District. The use
